Abstract

In the 21st century, conservation and protection of the environment have become a big issue in every country, whether developed or developing. India has taken a number of steps in this direction, but how far those are relevant, only future will tell, but there is no doubt that since ancient times, there are guidelines and prescription for the environment management. The sacred books, scriptures, Vedas, Puranas including the epics Mahabharat and Ramayan mentioned about the protection of the environment. For this purpose, environment resources like trees, rivers, mountains, lands, etc. were attached to the religion so that they become part and parcel of everyday life of people and they follow in their daily routine. In medieval times also, there were prescriptions for environment conservation. In modern times, mainly after independence, various laws, rules, regulations, by-laws, and policies have been formulated for the protection of the environment in India. A number of organizations/institutes like Ministry of Environment, Forest and Climate Change; National Green Tribunal; Central Pollution Control Board have been established for the environment management.

Prof. (Dr) Inderjeet Singh Sodhi, Professor (Public Administration) & Head Department of Local Governance Rajiv Gandhi National Institute of Youth Development, Sriperumbudur, India

He is presently Professor (Public Administration) and Head, Department of Local Governance. He is Ph.D., M.A. (Public Administration), and M.A. (Political Science) from the University of Rajasthan, Jaipur. He worked as Associate Professor (Public Administration), University of Dodoma, Tanzania (Africa) and as Head, Department of Public Administration, St. Wilfred's Post Graduate College, Jaipur (Affiliated to University of Rajasthan, Jaipur) and faculty member in the Department of Public Administration, S.S. Jain Sobodh P.G. (Autonomous) College, Jaipur (Affiliated to University of Rajasthan, Jaipur). He has about 16 years teaching experience. Conducted Research Studies on behalf of HCM Rajasthan State Institute of Public Administration, Jaipur sponsored by the Ministry of Personnel, Public Grievances and Pensions. He has written extensively-published books from International and National publishers. More than thirty articles / papers published in International / National Journals and Books. He participated in various International / National conferences. He attended various training programmes. He has specialization in Governance, E-Governance, Public Policy, Local Governance, Panchayati Raj, Urban Development, Reform, etc. He is life member of Indian Institute of Public Administration (IIPA), Indian Political Science Association (IPSA), New Public Administration Society of India (NEPASI), Indian Public Administration Association (IPAA) and Administrative Change.

Saurabh Chandra, Director, Integrated Policy and Administrative Research Networking Foundation - IPARN Foundation, India

Saurabh Chandra is currently Managing Director (MD) of IPARN Foundation, Which is an Integrated Policy and Administrative Research Network, working for the promotion of Public Policy and Public Administration on the global level. From the past many years, he has also been engaged in teaching and research. He has taught in the Rajiv Gandhi National Institute of Youth Development (RGNIYD) (Institution of National Importance by the Act of Parliament) under Ministry of Youth Affairs & Sports, Government of India, Sriperumbudur, Tamil Nadu as Assistant Professor (Public Administration) and Department of Public Administration, University of Lucknow as Guest Lecturer/subject expert. His specialization lies in Decentralization, Local Governance and E-Governance. The title of his PhD is “E-Governance in Urban India: A Comparative Study of Lucknow and Thiruvananthapuram Municipal Corporations”.

So far he has been able to publish two books, five research papers and one chapter in an edited book. Further to this Saurabh Chandra is also associated with research Journal ‘SOCRATES’ an international, multi-disciplinary, refereed and indexed scholarly journal, working in the capacity of its Editor. In this capacity, he has been able to contribute to the editing of more than 16 issues of research publications.

Mr Saurabh is also associated with many international organisations. He is a Professional Member of The American Society for Public Administration (ASPA) Washington, DC, a Member of the International Public Policy Association (IPPA), France, Research committee member of the International Political Science Association (IPSA), Canada and Certified National Delegate of India to The World Philosophy Network, Serbia, Europe. His Recent Research activities include participation in the ICPP4 MONTREAL 2019 - International Conference on Public Policy held at Concordia University, Montreal, Canada- 26th to 28th June 2019 as Discussant in two sessions and also presented a research paper. In the Year 2018 he Participated in International Conference on Public Administration: Presented Paper: The Perceptions of Citizens towards e-Governance: A Study of Lucknow Urban Agglomeration of India at the 13th Annual 2018 International Conference on Public Administration - 2018ICPA from November 30 – December 2, 2018 organised by UESTC - Qingshuihe Campus and ASPA at Chengdu, P.R. China.
